In 1997, an Electronic Commerce initiative of the SPP ICS programme was set up :
the Networked Competence Center for applied R&D in Electronic Commerce (CNEC).
The 12 projects were running in 1998 and 1999 and constituted a module of the SPP ICS.
The following figure describes the structure of the ElCom Network:
